Sarah’s Circle offers a variety of services – comprehensive physical services, permanent supportive housing, clinical services, a network of resources, and a community – to over 900 women a year who are affected by homelessness. This position is responsible for management of the human resource function of Sarah’s Circle, including: the leadership in the development and maintenance of the human resource policies and practices; management of staff compensation and development programs; consultation with labor lawyer regarding employee relations issues; management of personnel files and benefit information for Sarah’s Circle staff; management of the hiring process for all employees; knowledge and compliance with all laws and regulations that govern the organization’s human resources.
Compensation and Benefits
Administer benefits program, including educating staff and maintenance of new enrollments/terminations, monitoring new benefits and negotiating with benefit providers, and assisting employees with their benefit programs as needed.
Respond to unemployment, workers compensation, and other claims and represent agency at any hearing regarding such claims.
Administer the annual performance evaluation process.
Monitor employee time and attendance for accurate pay and benefit usage.
Ensure the periodic review of salary ranges for all positions and make range recommendations to the board for salary and benefit package changes that are financially sustainable and competitive
Process employee enrollment and termination applications for benefits. Respond to employee requests and questions regarding benefits.
Staff Recruitment and Employee Relations
Manage and support staff recruitment, including candidate sourcing, interviewing, reference checks, salary offers, and exit interviews.
Provide staff and managers with assistance and counsel regarding employee relations issue — for example, staffing, disciplinary actions, compensation, staff development, interpretation and administration of agency human resources policies.
Process and prepare information packets for new hires and terminating employees.
Organize, facilitate and participate in staff development opportunities, and maintain a tracking system for staff training.
Maintain a functional spreadsheet for identified staff development trainings from annual performance evaluations.
Manage specific training needs identified through annual performance reviews
Manage training material; revise and update for compliance and accuracy.
Assist with implementation of employee events
Policies and Procedures
Develop human resources solutions by collecting and analyzing information, recommend courses of action; initiate and maintain new systems that will improve HR
Review and update of agency personnel policies and procedures including development or revision of policies and procedures to ensure that they meet agency needs and comply with applicable external regulations.
Maintain general agency files in good and up to date order including filing and archiving.
Establish and maintain department records and reports.
Maintains company organization charts and employee directory.
Maintain knowledge of legal requirements affecting human resources functions and ensure policies, procedures and reporting are in compliance.
Represent Sarah’s Circle in a professional manner
Work with HR staff from partnering housing agencies to potentially collaborate on HR solutions for the network of providers
Protect organization’s values be keeping information confidential
Update job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations

Degree in Human Resources, Business Administration, or related field required
3-5 years of experience in human resource management, preferably in a not-for-profit; supervisory experience.
Work Place Environment, Health and Safety Requirements
Ability to lift approximately 20lbs. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets, and fax machines
