Cabrini Green Legal Aid (CGLA) has been providing legal services to the community since 1973, and while our reach has expanded beyond the Cabrini Green neighborhood, our focus has narrowed to working for and alongside individuals, families and communities impacted by the direct and collateral consequences of the criminal justice system. Each year, over 6,000 people access CGLA’s services to remove or prevent barriers to employment and education caused by pending criminal cases and past criminal records and to stabilize families and housing threatened by arrest or conviction. Through zealous legal services, social supports and systemic advocacy, CGLA seeks to strengthen individual lives, protect families, and mobilize communities impacted by arrest and incarceration.
CGLA is a new recipient of a Community-Based Violence Intervention and Prevention (CBVIP) grant through the Illinois Criminal Justice Information Authority. This initial grant runs through June 30, 2018 to launch the Supporting Successful Transitions Program (SSTP). SSTP will enhance and strengthen the work supporting youth facing allegations of juvenile parole violations, and not just provide appointed representation at the parole revocation hearings, but continue to work to support them during their term of aftercare release (juvenile parole), by bringing CGLA’s legal and social work teams together in this endeavor.
This is a full-time, temporary position for a staff attorney licensed in the State of Illinois to work within CGLA’s Support Successful Transitions Program (SSTP). The primarily responsibility of this position is to provide representation to youth up to age 21 in juvenile parole revocation proceedings. Since 2015, CGLA has provided representation to youth appointed to the organization by the Illinois Prisoner Review Board under the M.H. Consent Decree. The hearings primarily occur at the Illinois Youth Center located in St. Charles, where attorneys represent youth that have been taken into custody for allegations of violating the terms and conditions of their aftercare release. From the preliminary hearing before an administrative hearing officer to the full revocation hearing before the Illinois Prisoner Review Board (IPRB), the staff attorney represents youth by advocating for their legal interests through zealous advocacy and deep mitigation. The staff attorney will work with the SSTP program staff to support the youth through their transition back into the community, with the ultimate goal of successful completion of their sentence and the building blocks for a stronger future.
Provide direct representation to youth facing juvenile parole hearings, which includes gathering mitigating evidence and advocating for their legal interests in administrative proceedings;
Work with the SSTP Social Worker and Emerging Adults Staff Attorney to ensure CGLA’s interdisciplinary model provides the best possible representation to the youth, identifying ways to support clients in meaningful ways beyond the hearing representation;
Manage administrative aspects of the juvenile parole appointments, including communicating with IDJJ staff, ensuring adequate coverage of assigned dockets, and properly recording time spent on program activities;
Maintain Legal Server (CGLA’s case management system), record case notes for each client, communicate with SSTP staff, record outcomes and complete proper case documentation;
Develop and cultivate relationships with coalition members (IDJJ Aftercare workers, service providers, and law enforcement) and participate in coalition meetings through the SSTP Program;
Assist with providing education and training to coalition members as well as know your rights trainings for youth participating in aftercare services;
Participate in weekly case review meetings to discuss the pending cases in the program;
Attend staff meetings, legal team meetings, and other program meetings as assigned;
Keep abreast of changes in the law and participate in identified trainings to further legal knowledge and skills;
Perform such other duties as the position requires or as assigned by the Director of Legal Programs or the Supervising Attorney of the Criminal Defense Program.
Required Qualifications and Experience
The ideal candidate will possess the following:
Licensed to practice law in the state of Illinois (applicants without an active Illinois law license will not be considered).
A demonstrated commitment to CGLA’s mission and guiding principles, as well as a commitment to working with low-income and justice-involved individuals;
Experience working with youth and families; experience working with justice-involved youth preferred;
A demonstrated commitment to social justice and criminal justice reform.
Be comfortable working directly with marginalized populations in affected communities, with the ability to engage with justice-involved youth and families in an authentic and nonjudgmental manner;
Ability to travel to client homes and external agencies to provide community-based services; ability to travel across Cook County and to St. Charles to meet with youth directly in the youth facility or in their community;
Ability to manage a substantial case load while offering zealous, personal and empathic services to every client;
Excellent interpersonal skills, including the ability to motivate and interact effectively with people from diverse backgrounds, establish empathetic rapport and connection with youth and families;
Demonstrated personal strengths in organization, follow-through, an ability to work well in team settings, good judgment, a sense of humor, and composure under pressure;
Intermediate computer skills;
Demonstrated proactive approaches to problem-solving with strong decision-making capability;
Good display of emotional maturity;
Highly resourceful team-player, with the ability to also be extremely effective independently;
Forward looking thinker, who actively seeks opportunities and proposes solutions.
The ability to manage multiple projects and a variety of tasks and meet all deadlines while being energized by the opportunity to work in a fast-paced, team-centered environment.
