As a result of growth in our organization we are currently seeking a Human Resources Generalist to join our team! This addition to staff, will be helping us further develop our HR processes, procedures and in essence run the total day-to-day operations of Human Resources for the Gurnee Park District. Duties include (but are not limited to) as follows:
Provides general HR support and guidance to supervision in handling employee relations issues to include any investigations and maintaining any related documentation.
Oversees all benefit administration to include any changes in enrollment, resolving claim issues, termination of coverage, approving invoices and communication of information to employees. This includes administration of deferred compensation (pension) plans.
Acts as point of contact for employee questions, concerns or suggestions. Follows-up as necessary. Conducts annual employee satisfaction survey.
Performs job analysis and prepares job descriptions. Participates in compensation surveys and conducts competitive analysis as needed for salary and benefits.
Assists with recruitment efforts in general, builds relationships with local schools/universities and administers district-wide internship program.
Interprets and communicates all HR policies, procedures and standards as they relate back to HR laws and government regulations. Ensures compliance with all HR related Federal, State and local laws. Assists in the development and implementation of personnel policies and procedures including the employee handbook.
Identifies training needs for staff. May create and deliver training or coordinate training with outside vendors. Maintains training database and any other employee record databases to include applicable driving records or required certifications.
Oversees all personnel records to include: personnel files, benefits, employment applications and any other related records.
Maintains organizational charts and employee directory.
Administers and coordinates medical leaves of absence to ensure compliance with FMLA including overseeing any restricted work duty.
Creates and conducts all new hire and benefits orientations to include training on the Park District’s customer service standards (SOFFI).
Maintains and coordinates the employee recognition programs.
Experience - A minimum of two years’ experience working in a professional office environment with human resources responsibilities.
Education - Bachelor’s degree in Human Resources or related field required.
Skills - Strong interpersonal skills, communication skills, and writing skills. Ability to maintain a high level of confidentiality, impartiality, and trust. Ability to travel between and among facilities using personal automobile. Ability to execute the essential functions of the position with or without reasonable accommodation.
Competencies - Significant knowledge of employment laws at the federal, state, and park district code level, including: FMLA, ADA, HIPAA, WC, UC, FLSA, ERISA, PPACA, DOL/IDOL, EEOC and the like. Knowledge and skills with computers and software (Outlook, Word, and Excel). Knowledge of and ability to apply Americans with Disabilities Act to business situations. Capacity to proactively troubleshoot, problem solve and make sound judgments. Capacity to be self-motivated and achieve goals by utilizing effective time management and organizational skills.
Certifications – PHR will be required within two years of hire. Valid Driver’s License. CPR, AED and First Aid certification required within 90 days of hire and must be maintained.
