The AIDS Foundation of Chicago (AFC) mobilizes communities to create equity and justice for people living with and vulnerable to HIV and related chronic diseases. We are seeking for an individual to serve as our Director, Special Projects. The Director, Special Projects oversees service delivery and staffing to meet related contractual requirements. The Director, Special Projects is responsible for day to day operations with Managed Care Entities, CommunityLinks service providers and other third party payers. The position reports directly to the Senior Director, Program Development and works closely with the Senior Vice President, Strategy and Business Development.
The Director, Special Projects is responsible for managing contracted services through CommunityLinks. The CommunityLinks program was established to serve health plan members in managed care and is a part of the AIDS Foundation of Chicago’s efforts to continue to provide high quality services to vulnerable populations.
Principal functions and responsibilities of this position include the following:
Manage execution of program activities and services to meet performance measures and contractual obligations including scopes of service and compliance requirements;
Maintain standards for contract compliance and communication with the payer and subcontractors as needed;
Oversee member database, program monitoring and evaluation; maintain and support the quality improvement infrastructure and system for analysis and action; coordinate with Senior Vice President of Strategy & Business Development;
Execute and monitor scope of work, documentation, data and billing activities for each program (i.e., CommunityLinks) contract;
Develop and manage program budget;
Coordinate trainings with managed care organizations and other third party payers;
Ensure staff adhere to service protocols while delivering high-quality, culturally-competent, and client-centered care.
Metrics and Reporting
Analyze data (i.e., using Excel) to monitor program performance and results;
Work with Senior Vice President, Strategy and Business Development to develop and analyze data and quality metrics as specified in the contracts and as needed internally;
Coordinate data for enrollment with Managed Care Organizations (MCOs) and other health systems;
Manage the collection of service level data and expenses for coordinated return on investment analysis and development of pricing;
Complete monthly and other required reporting to managed care entities;
Provide service documentation and coordinate monthly billing with Finance department.
Hire, train, and supervise staff (i.e., CommunityLinks team);
Lead the development and achievement of team goals and objectives; develop and implement related strategic plan items;
Coordinate and work closely with AFC program directors, Senior Vice President, Strategy and Business Development, Finance department staff, Operations/IT staff, and Research, Evaluation and Data Services staff to accomplish program (i.e., CommunityLinks) goals and objectives.
Assist with agency-wide activities as directed, including Annual Meeting, AIDS Run & Walk, and others;
Maintain and update job knowledge by participating in training and educational opportunities, reading professional publications, and participating in professional organizations;
Protect organization's value and manage risk by keeping information confidential;
Perform other duties as assigned.
Bachelor’s degree in Social Services, Public Health, Business/Non-Profit Administration or related field and 3 or more years Project Management experience
OR 5 or more years Project Management experience
AND 2 years supervisory experience
Master’s degree in Social Services, Public Health, Business/Non-Profit Administration or related field
2 or more years Program Management experience
1 or more years’ experience working with diverse and vulnerable populations
1 or more years’ experience working within the case management, outreach, and/or supportive housing/homeless systems
1 or more years’ experience working with Medicaid, Health Insurance and/or the Healthcare System

Strong interpersonal skills to develop and maintains professional, trusting, and positive working relationships with managers, supervisors, staff, co-workers, partner agencies, and vendors.
Ability and willingness to respect and value the differences and perceptions of different groups/individuals to implement and achieve the vision and mission of the organization.
Utilizes Microsoft Excel or similar program for program monitoring and analysis.

Anyone can become infected with HIV, but HIV and related chronic diseases disproportionately impact certain populations in distinct geographic areas. We can have the greatest impact on the HIV epidemic by focusing our efforts on those most-impacted by HIV, based on epidemiological data and unmet need:
• Young Black gay and bisexual men
• Transgender women of color
• Black women living in high-incidence areas
• Latino gay and bisexual men
Factors that drive the HIV epidemic and health inequities that we will address include:

• Lack of access to health care
