Under the general supervision of the Director of Finance and Operations, the Human Resources & Admin Manager is responsible for supporting the mission and values of the agency through the handling, monitoring, tracking, coordinating, developing, implementing and processing of all personnel aspects of the agency related to hiring, firing, recruiting, payroll, orientation, training, evaluating, and paying employees. In addition, responsible for supervising the Office Manager in all aspects of information technology and facilities including but not limited to ensuring the effective operation of the entire agency’s computer network and telephone systems, building maintenance, cleaning staff, and contract negotiations.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Responsible for the development, implementation, and monitoring of all Human Resources, Information Technology and Administrative policies and procedures.
Responsible for identifying personnel needs and implementing systems to maintain agency fully staffed and trained (e.g., tracking and reporting staff turnover, professional development opportunities (required per law and professional improvement), exit interviews, etc.)
Responsible for overseeing the handling work related accidents and for ensuring the reporting and record keeping of all reporting requirements.
In conjunction with Directors, Managers, and Coordinators, responsible for managing the recruiting and hiring of new staff, volunteers, and interns or work-study participants including the designing of job postings, job descriptions, initial interviews, etc.
Responsible for the management and the administration of all of the agency’s benefits including health insurance, dental insurance, retirement plan, etc.
Responsible for keeping up-to-date on workplace law including federal, state and city regulations that apply to the agency.
Responsible for the development and implementation of staff’s Performance Evaluation system and in conjunction with supervisors, ensures that evaluations are conducted on a timely and appropriate manner.
Responsible for making sure that all pertinent employment information and policies are explained to new hires and that all required documentation is obtained. More specifically for explaining benefit plans, processing documentation for personnel files, addressing questions and issues relative to employee benefit/personnel needs, etc. (i.e. tax forms, INS verifications, employee authorization form).
Responsible for managing and maintaining personnel files up-to-date on all employees and in conjunction with Directors, Managers, and Coordinators making sure the necessary documentation for employees is updated or renewed within required time deadlines. Ensures the retention and confidentiality of all employee files, active and inactive.
Responsible for the supervision and/or guidance of human resources and admin staff and other staff with related job functions assigned to them.
Conducts market salary surveys of similar organizations and responds to requests for references.
Responsible for supervising the processing of payroll including maintenance of employee timesheets, time off requests, time off policy, etc. accurately and on a timely basis.
Participates with senior staff in the development personnel policies and primarily responsible for revising and updating agency’s employee policies and procedures manual and for distributing to all appropriate parties any current and revised personnel policies.
Responsible for ensuring the documentation of employee exit interviews and completion of required forms including information for the Consolidated Omnibus Budget Reconciliation Act (COBRA).
Prepares and submits to Director of Finance and Operations appropriate reports relative to staff history (i.e., employment verification, loan applications, etc.)
Works in conjunction with Program Directors and Coordinators in researching and implementing agency wide training/staff development and in-services to ensure professional development opportunities.
Responsible for maintaining required and up-to-date federal, state and city information and documentation for employee bulletin board (i.e., FMLA information, Worker’s Compensation information, minimum wage information, etc.).
Responsible for policy interpretation and ensuring implementation of policies as related to grievances and/or disciplinary action with approval from the Director of Finance and Operations and Executive Director as needed.
Serves as liaison in unemployment compensation actions and worker’s compensation claims and works with Program Directors, Managers, and Coordinators to ensure all incident reports are completed and maintained.
Participates in professional development trainings, onsite and offsite, agency programs, fundraising and recruitment events and agency celebrations.
Supervises the management of facilities and equipment.
Supervises the solicitation of bids on repair project proposals before recommending approval to move forward and for ensuring that all minor and major building repairs projects are completed correctly and on a timely basis.
Responsible for overseeing the implementation, monitoring and maintaining of the appropriate server back-up to safeguard Agency’s data.
Performs other duties as assigned.
BA degree in Business Administration, preferably Human Resources, plus 3-5 years in experience in Human Resources.
3-5 years experience in a professional/administrative capacity with at least 3 years in a supervisory capacity
Knowledge of and experience with using a payroll online processing system. Experience in Paylocity is a plus.
Some type of HR Certification preferred
