Under the supervision of the Early Learning Manager of Financial Reporting and Analysis, ensures that contract and sub-contract budgets reflect the actual cost of operations and the fiscal guidelines established by each funder and by Illinois Action for Children; tracks and analyzes expenditures for contracts and sub-contracts in relation to budgets; and oversees fiscal reporting by IAFC to funders, and by sub-contractors to IAFC.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assists Illinois Action for Children staff by providing budgets and reports in a format that summarizes amounts not under their direct control and breaks out amounts that they are responsible for managing.
Creates budgets for each sub-contract and service contractor, including 20 or more Preschool for All and Prevention Inititative sites, various contractors under the Early Reading First project. Oversees the expenditure reporting system for sub-contractors and service contractors. Ensures that Illinois Action for Children staff are monitoring expenses properly and that contract requirements are being met.
Trains IAFC program staff and sub-contractors on financial reporting and record-keeping requirements. Develops manuals, forms and procedures for their use in reporting program expenditures. Reviews site financial systems for compliance with contract requirements.
Meets at least monthly with designated staff to review expenditure levels and other fiscal matters. Identifies new or unusual risks and reports them to the Early Learning Manager of Financial Reporting and Analysis.
Provide advise and guidance to program staff with regard to financial reports.
Prepare, review and provide analysis of financial aspect of grant reporting and grants proposals for program staff.
Ensure consistency and adherence to reporting requirements and guidelines of all federal, state and local grants and awards.
Produce and monitor the budget to actual financial reporting.
Prepare monthly, quarterly and annual reporting for funding sources.

EDUCATION and/or EXPERIENCE:
Bachelorâ€™s degree in Accounting or Finance required.
3 â€“ 5 yearsâ€™ experience with similar responsibilities.
Knowledge of fund accounting and cost allocation.
