The Housing Manager is responsible for the management of Permanent Supportive Housing (PSH) units, housing retention services for women with a history of chronic homelessness, and securing and retaining housing stock for the agency. The Housing Manager will work with the Director of Program Operations to set program policies, annual program goals and ensure all program outcomes are met. The Housing Manager will supervise PSH case managers, ensuring the delivery of services consistent with the agency’s policies and a harm reduction, trauma-informed philosophy. This position is expected to carry a caseload.
Supervision (approximately 25% of the time)
Provide leadership and supervision to direct reports
Hire permanent housing case managers
Coach and train supervisees consistent with Sarah’s Circle philosophies
Conduct annual performance reviews
Conduct disciplinary and all other related personnel related issues
Services (approximately 40%)
Manager’s allocated case management time may vary to maintain a case management ratio consistent with
Sarah’s Circle policies
Maintain program capacity: ensure units turnover quickly, implement strategies that prevent participants from jeopardizing their housing
Case management: complete intake assessments, provide case management as needed
Service planning: assist clients with creating effective service plans, ensure follow-up during regular progress meetings, make amendments when appropriate, document progress
Other: ensure timely documentation of above services, maintain data integrity, assist with program coverage when needed
Administrative (approximately 35% of the time)
Maintain Housing Program Policies
Maintain Tenant Policies and ensure consistent tenant reviews of Sarah’s Circle Tenant Policies
Oversee landlord relationships to ensure positive, effective relationships
Secure new landlord relationships
Update and disseminate landlord relationship and housing options to all case management staff
Provide input for annual budgeting process
With permanent housing case managers, ensure proper vouchering procedures for tenant rents
Research and secure specific housing such as senior housing
Ensure proper data compilation and report generation as required governmental agencies and internal agency review
Monitor use of the HMIS and by direct reports and ensure data integrity
Participate in the emergency coverage policy as required

Bachelor’s degree in Social Work, psychology or related field, master’s degree preferred.
At least 5 years job experience and/or knowledge of issues surrounding homelessness, including case management and supportive services experience including women who are homeless and/or individuals struggling with mental illness, substance abuse, or a history of trauma.
3 years supervisory experience
Experience with supportive housing programs
Health and Safety Requirements/Instructions
Position requires the ability to lift approximately 20 lbs when receiving food and other donations.
