The Public Health Institute of Metropolitan Chicago (PHIMC) seeks a Deputy Director – Programs (DDP) to provide strategic oversight to PHIMC’s program development, implementation, and management. The ideal candidate is a public health generalist with a proven track record in public health programming including monitoring and evaluation, grant writing, staff supervision, and executive management.The DDP serves on PHIMC’s executive leadership team and has shared responsibilities for strategic plan implementation, organizational management, partnership and fund development, and program administration.
PHIMC’s program portfolio focuses on substance use disorder services, HIV prevention, quality improvement and quality management, reentry services, and two AmeriCorps programs. Many of these programs operate in partnership with a network of nearly 50 subcontracted agencies. The DDP provides executive program and budget leadership on all programs, supervises three staff, and participates in multiple community-based coalitions and collaborations.
PHIMC responds to critical health challenges by improving public health capacity and enhancing health care systems. Through program implementation, organizational development, and fiscal management, PHIMC leads efforts to strengthen the public health infrastructure in Illinois. PHIMC partners with public health departments and other government agencies, community-based organizations and advocacy groups, academic and grant-making institutions, and health care providers and associations.

Primary responsibilities include the following:
Provide executive management to all PHIMC programs, ensuring completion of scopes and proper expenditure of funds.
Represent PHIMC with all program funders, lead contract negotiations, participate in site visits, revise budgets, and address any questions from funders.
Collaborate with the executive team to expand and enhance PHIMC’s programmatic work.
Bridge all gaps between programs, operations, and development both internally and externally.
Work with senior staff and board to refine and implement PHIMC’s strategic plan.
Represent PHIMC with both public and private funders.
Collaborate on grant prospecting and writing.
Support the implementation of PHIMC’s communication strategy.
Master’s Degree in Public Health or a related field and 8-10 years of experience in program development and management.
Expertise in public health program development and implementation.
Strong budget building and tracking skills.
Proven track record in program development and grant writing – both public and private sources.
Strong writing and communication skills.
Staff management skills.
Statewide and national travel will be required.
