Under the supervision of the Program/System Director, the Data Manager II is responsible for directing the collection and processing of patient information for Cook County Health and Hospital System consolidated programs to include: CORE Center, Austin-CBC and South Suburban HIV/AIDS Resource Coalition. Provide data entry and data cleaning; ensuring accurate, complete, and timely submission of all required data reports; monitoring data quality according to specifications; performing data analysis in conjunction with supervisors; reporting data as required to external agencies, and for use by the Program and Quality Director for internal program management.
This position will determine the priority to be assigned to various projects and the allocations of resources to support those priorities. Anticipate and identify data needs for the collaborative, propose solutions, advocate for these resolutions with senior leadership; direct data related functions for the collaborative - in response to changing organizational needs, as necessary, in consultation with the Program/System Director.
Assist with the design and production of data collection instruments for use with various program databases; data support to measure HRSA/HAB
Masters use of CareWare software, so as to assist staff in producing mandated and customized reports. Maintains familiarity with software
Collaborate with CCHHS database server administrators to ensure optimum server application performance including but not limited to system updates, interfaces, and application fixes.
Collaborate with CORE Center based researchers and grant writers in the development of grant proposals and the design of data collection processes, analysis and reporting of project relevant/required
Oversee and provide staff training in data collection methods and monitor accuracy and completeness of data collection methods and report generation as appropriate to their
Assists in developing effective approaches to facilitate complete and accurate data collection and
Performs data entry and data cleaning in several areas, including: demographics, service utilization, laboratory results and other clinical indicators, and patient and program
Prioritize developing and maintaining systems and procedures for data security and
Supervises collection of clinical and program operations data from the CCHHS consolidated personnel to ensure that these are included in required reports to external
Maintains data systems on a daily basis, including computer operation, inspection, and back-up.

Participate in monthly QIC committee at CORE and provide QI client data performance measure reports
Assist with Monthly/Quarterly client level reports
Annual submission of RSR reports

QUALIFICATIONS - Knowledge/Skills/Experience
Bachelors' degree or higher from an accredited college or university; with course work in information technology. Professional experience in a clinical environment. At least 3 year of experience working with HIV impacted clients and ethnic minority group's preferred. Prior management and program administration experience required.
Special Knowledge and Skills required and preferred: Strong knowledge and experience pertaining to computer databases. Excellent skills in establishment of databases, including relational databases and statistical files; ability to perform descriptive and inferential statistical analysis. Ability to interpret and evaluate health care and medical data, including those pertaining to service utilization and program evaluation measures, laboratory and clinical results, and quality assurance. Familiarity with standard reporting requirements and reporting formats. Ability to function autonomously as a manager and conveys a powerful influence in a team environment. Excellent written, verbal communication skills and, skilled in conflict resolution, problem solving, and critical thinking required. Possess flexibility, creativity and is comfortable working in fast paced environment. Demonstrated administrative and leadership skills. Knowledge of HIV/AIDS and family issues, experience working with dually diagnosed clients (mental, substance-use), commitment to confidentiality, ethics, and a culturally sensitive approach to management and service delivery is beneficial. Computer skills demonstrated by effectively blending management skills with technical expertise required. Experience with Microsoft Access, SQL, Power Point and Excel required. Bilingual competence in English and Spanish a plus.
