Position Description This new full-time position will be responsible for NCDVTMH’s work on the intersection of DV, trauma and substance use, including the current opioid epidemic. The Director of Policy and Practice on Domestic Violence (DV) and Substance Use will lead NCDVTMH’s on-the-ground efforts to improve policy and practice for the DV and substance use treatment fields on these intersecting issues. The position will involve a combination of state-level policy and collaboration building activities, training and technical assistance, and related product development.
Working in close collaboration with NCDVTMH’s Director, the Director of Policy and Practice on DV and Substance Use will:
Provide expert analysis and leadership in developing and enhancing system and program-level responses to substance use, trauma and DV through a combination of training and technical assistance and policy development activities
Foster and/or support collaboration between state, territory and Tribal domestic violence coalitions and state DV and behavioral health funders and policy makers as well as collaboration between local DV and sexual assault programs and community-based substance use treatment, harm reduction and recovery support providers.
Oversee related project development, coordination, and implementation
Identify, analyze, and synthesize relevant research and policies related to substance use and DV/gender-based violence that impact survivors and their families, with particular attention to the opioid epidemic and to communities of color, LGBTQ survivors, immigrants, persons with disabilities, survivors with criminal histories, and other marginalized groups
Develop policy papers and training and technical assistance materials for policymakers and for the DV and substance use fields
QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Education: Master’s degree in Social Work, Counseling, Psychology or related field plus:
• Deep understanding of domestic violence and of trauma-informed, gender-responsive substance use treatment and harm reduction approaches.
• Certification as Chemical Dependency Professional (e.g. Licensed Addiction Counselor, Licensed CD counselor or equivalent) (CAADC, CADC, CCDP or equivalent) preferred.
Practice experience: Must have 10-15 years of combined experience in the DV and substance use fields, 5+ years management or supervisory experience, preferably overseeing DV, sexual assault and/or substance use training, intervention, or prevention programs; and excellent working knowledge of domestic violence, sexual assault, trauma, mental health, and substance use.
Additional qualifications include:
• Experience working in the substance use and DV fields at the state, territory and/or national level. • Experience in a gender-responsive, trauma-informed substance use treatment environment or in providing gender-responsive, trauma-informed services preferred. • Knowledge of harm reduction and recovery support systems preferred
Policy Experience: • Demonstrated experience in state level policy development in the DV and/or behavioral health (mental health/substance use) fields, particularly in the development of cross-sector initiatives. Substantial experience in state legislative and administrative systems advocacy, and/or social justice/social change work. • Evidence of strong analytic and critical thinking skills required. Training and Technical Assistance Skills: • Documented record of excellent training skills including - teaching at university level and/or professional training to DV and/or substance use disorder treatment professionals. • Ability to provide culturally responsive, trauma-informed training and technical assistance on responding to substance use, trauma and DV at the policy, systems, and program level and on building and sustaining cross-sector collaboration.
Communication Skills: • A proven track record of strong written and oral communication skills and the ability to communicate well with others, including demonstrated meeting facilitation and training skills and ability to speak effectively before groups.
Writing Skills: • Experience producing high quality written materials and resources, including training materials, curricula, guidelines, policy briefs, factsheets, reports, and correspondence • Successful candidate will have the ability to adapt writing style to suit different audiences and project types.
Computer Skills: • Computer proficiency with knowledge of Apple computers and experience with Microsoft Office.
TRAVEL REQUIREMENTS: This position requires regular travel across the US to provide consultation and TTA
