The Deputy Executive Director is a senior management level position with PADS Lake County that is responsible for providing support and assistance to the organization to carry out its mission, with an emphasis on programming and services. The individual shall be responsible for the implementation of a mission driven, program strategy that integrates with the overall organization plan. The position is responsible for planning, directing, coordinating and administering services at all PADS locations. In addition, the Deputy Executive Director will assist in fundraising and external communications to increase awareness and promote our brand.
Provides hands on leadership for Programming, Fundraising and Public Relations.
Maintain a professional and effective relationship with all individuals and agencies in the interest of PADS Lake County, Inc.
Ensure the programs are functioning as intended and continue to support the mission of the agency.
Researches best practice service models for chronically homeless, shelters and housing support
Maintains funder compliance, i.e. HUD, ESG, Foundations
Demonstrate a complete understanding of harm reduction and ensure the staff possess this skill as well.
Assists the Executive Director in strengthening and promoting the PADS brand.
Maintain effective communication with staff and board members
Analyzes and evaluates effectiveness of programs. Develops and implements plans for improved systems of service delivery. Submits recommendations to the Executive Director, as indicated.
Participates in program development and potential expansion efforts, including seeking new funding sources, writing grant proposals and applications.
Monitors performance management data for areas of responsibility and assures the implementation of Continuous Quality Improvement (CQI) principles and projects for all programming and services.
Provides direction on the scope, types, and evaluation of clinical and administrative programming that is offered utilizing published best practices, such as harm reduction, housing first, and trauma informed care.
Enforces and prepares policies and procedures for all PADS programs.
DUTIES / RESPONSIBILITIES
Manage programs and projects to further improve service delivery.
Oversee Coordinated Entry process
Analyze research to determine service/need trends and implement improvements.
Provide backup support with clients as needed.
Provide supervision for leadership staff.
Responsible for the performance of the support staff/volunteers assigned to special projects.
Assist in solicitation and stewardship of gifts from assigned donors.
Provide select grants management oversight, both government and private, to ensure proper monitoring and reporting.
Engage in marketing and public relations efforts to enhance the visibility and promote the good work of PADS.
Provides management, including but not limited to, training, performance management, scheduling, etc. for direct and non-direct staff.
Attends external meetings and events as a representative of PADS.
Ensure staff is trained on motivational interviewing, trauma informed care, housing first, and harm reduction methods
Skilled at multi-tasking and managing several priorities at once
Monitors the programs adherence to budgetary guidelines
Obtains monthly service statistics and provides other statistical information to Executive Director.
Promotes and facilitates the professional development of program staff by means of in-service training sessions.
Demonstrates leadership abilities in conducting administrative and clinical meetings and ensures effective communication among all staff regarding administrative and clinical issues.
Develops and prepares the annual budget for PADS programs and services, tracks, and monitors revenue and expenditures with direction and guidance from the Executive Director.
Other duties as assigned.
Education / Experience
Master’s Degree in Counseling, Social Work, or related field
LPC/LSW or LCPC/LCSW Preferred upon hire preferred or can be obtained within one year of hire; CADC a plus
5+ years in human services related field (Advanced education may be substituted in lieu of experience)
3+ years supervisory experience
Considerable knowledge of Federal and State rules, regulations, standards, and statues governing homeless services: outreach, diversion, shelter, and housing services. (specifically, HUD and ESG requirements)
Knowledge of tenant and landlord rights/laws
Effective personal organization and time management
Excellent interpersonal relation skills
Excellent verbal and written communication skills and organizational abilities
Demonstrates leadership abilities
Technology proficiency, including Microsoft Office Suite
Able to work independently and problem solve independently
Ability to identify gaps in procedures and services and develop a better plan
About PADS Lake County
For more than 35 years, PADS has faithfully been providing immediate, critical services to the neediest among us – individuals and families that are experiencing homelessness in Lake County. Like a hospital emergency room, PADS is the first point of contact and the ONLY emergency shelter for the homeless in Lake County. In fact, PADS is often the only hope for someone facing a long night in the harrowing cold or blistering heat.
PADS provides assistance to individuals and families experiencing homelessness throughout all of Lake County. PADS is a non-restrictive emergency shelter system and helps all people that come to us in need regardless of race, gender, age, religion, disability, or sexual orientation. PADS provides critical services that no other social or human services agency in Lake County offers. PADS is the only program in Lake County that provides emergency shelter in summer, enables families to stay together, takes in single fathers with children, and provides housing for chronically homeless individuals with severe mental illnesses and/or substance abuse issues.
