Elgin Community College (ECC) is a comprehensive, fully accredited community college located in Elgin, Illinois, one of its most rapidly growing cities. The incumbent in this position serves as the chief legal advisor for the College. The General Counsel provides legal advice and guidance to the College President, Board of Trustees and other members of the College Cabinet.
1. Receive and respond to inquiries from College administrators, employees and/or others involved in college operations including, but limited to matters such as employment practices, student affairs, insurance and risk management, federal and state funding guidelines, contracts and other College policies and procedures. 2. Perform legal research and analysis with regard to a wide range of legislative, regulatory and other institutional matters and present findings to the President, Cabinet and Board of Trustees. 3. Advise College administration on matters of compliance with state and federal regulations and make recommendation for corrective actions as needed. 4. Participate in the development of policies and administrative procedures. 5. Advise and assist the Purchasing Department with contract review and standardization, including contracts, agreements and memoranda of understating (MOU's). 6. Advise and assist the Human Resources Department with matters related to employment law, employment policies, and benefits administration. 7. Manage the engagement of outside legal counsel and serve as the liaison between College departments, vendors and government agencies as needed. 8. Inform staff of changes to legislation, Board Policy, Administrative procedures and other issues impacting operations. 9. Provide other forms of legal representation for the College as needed.
Required Knowledge, Skills & Abilities:
1. Completion of a Juris Doctorate degree from an accredited U.S. law school and current license to practice in the State of Illinois, or eligibility to apply for admission at the time of application. 2. Ten years progressively responsible experience in higher education or public sector law 3. Three years of experience managing professional level staff 4. Comprehensive legal research and writing skills 5. Comprehensive knowledge of applicable regulations, laws and statutes governing higher education in the State of Illinois 6. Comprehensive negotiation skills 7. Considerable skills establishing internal and external relationship 8. Considerable skill managing the work of professional level staff
