The Payroll Accountant is responsible for all payroll function to ensure that employee compensation, benefits and deductions are accurate; and providing timely and accurate payroll production. This position ensures that payroll related Statutory Reports and Payroll Tax Returns are accurate and timely filled, in liaison with Paycom, the outside payroll service provider.
Will follow role assignments that are in alignment with the Patient Centered Medical Home Standards, and participate in all Patient Centered Medical Home efforts
Essential Duties and Responsibilities:
Manage the payroll process, including, but not limited to:
Perform weekly accumulation and review of employee timesheets for payroll; work with supervisors to ensure accuracy of timesheets and compliance with Near North policies.
Work with Paycom (payroll processing company) to complete payroll processing bi-weekly
Respond to payroll inquiries and requests by Near North employees and other internal and external users of payroll data. Research and troubleshoot payroll discrepancies, and resolve any payroll related issues.
Serve as a liaison between finance and human resources regarding payroll, paid time off, and various other policies and procedures.
Actively participate in enhancements to the payroll process, including implementing new features of the payroll system.
Prepare and maintain account reconciliations as part of the monthly close process, including, but not limited to:
Fringe benefits – pension contributions, health insurance, and flexible spending accounts
Responsible for various matters pertaining to the benefit plans, including but not limited:
Checking employee and employer contribution schedules for all employees;
Compile data for all employees to assist in the determination of eligibility
Prepare benefit plans census data for annual plan audits, and assist with the external audit.
Responsible for ensuring that federal and state payroll reports (monthly, quarterly and annually) are filed timely and accurately, coordinating with Paycom as necessary.
Responsible for Year-End accurate and timely reporting of employee W-2s. Review the W-2s, W-3, Form 940, and other year-end reports prepared by Paycom.
Review and maintain Paycom database for employee payroll data. Maintain physical and electronic employee payroll files.
Review, verify and ensure proper accounting and accuracy for all payroll transactions, benefits, and accruals. Contact and resolve with Paycom any discrepancies and related questions.
Other Duties and Responsibilities:
Assist in preparation of the Financial Performance Reports for DHS grants
Prepare reimbursement requests for various grants as directed by the Chief Financial Officer.
Serve as backup for the Accounts Payable Accountant.
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the department.
Education and Experience
Bachelor’s degree in accounting or equivalent is required.
5 + years with high volume payroll is required
Knowledge of payroll systems a must
Demonstrate the Knowledge and capability of using computer applications.
Must have ability to maintain strict confidentiality and use discretion with sensitive matters.
Skills and Knowledge:
Must be well organized, detail oriented and able to prioritize tasks and manage own time.
Must have the ability to effectively handle multiple tasks, duties, responsibilities, and the management of time while meeting deadlines.
Ability to research payroll issues and present findings in a concise and accurate manner is required.
Excellent team worker and a professional working relationship with other departments as well as an understanding of these departments is required.
Ability to communicate effectively both verbally and in writing with various levels of staff and other constituents
May be required to work on Saturday or evening hours
