SUMMARY: Directs all early childhood education programs and operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Program Development, Management, & Evaluation
Develops and implements early childhood education programs that are responsive to community needs and interests and aligned with the agency’s strategic plan.
Develops annual and long-term program goals and implements program evaluation processes that measure these goals along with program participation, quality, and impact.
Directs, monitors, and continuously improves ongoing program operations.
Ensures the agency has consistent representation in city-wide program-specific networking groups.
Licensing, Government Funding, & Compliance
Ensures that all DCFS licensing, NAEYC accreditation, and government grant requirements are met, including those related to program objectives and outcomes, program data and narrative reporting, performance standards and quality assurance, personnel activity reports, Head Start Policy Council operations, and any other requirements specified by grants or licensing / accrediting bodies.
Leads the grant writing process and serves as the primary program contact for all government grants supporting early childhood education programs.
Works in collaboration with finance department staff in grant budget development, vouchering, and fiscal reporting for government grants.
Serves as the primary point of contact for all program audits conducted by government funders as well as licensing and accreditation visits for other entities.
Works in collaboration with the Development Director and the Development team to research and identify possible sources of private funding and prepare grant applications.
Works in collaboration with the Development team to prepare reports required by private funders
Collaborates with the Development team by providing data, outcomes, and other information to support general fundraising and communications for the agency.
Develops annual department budget in collaboration with the Finance Director and Executive Director.
Monitors and manages department budget throughout the year to meet department and agency financial goals.
Hires, trains, supervises, and evaluates direct reports according to agency policies and procedures.
Ensures that coordinators provide training, ongoing supervision, and regular performance reviews according to agency policies and procedures.
Identifies opportunities for professional development within the early childhood education team and encourages staff attendance as the agency budget allows.
Serves as an active member of the agency’s Senior Leadership Team and works with other Senior Leadership Team members in building consistency, strong communication systems, and a responsive and collaborative environment throughout the agency.
Leads cross-departmental agency initiatives as assigned.
Represents the agency at community events and in relationships with funders, other non-profits, local schools, community leaders, and other stakeholders.

REQUIRED EDUCATION and/or EXPERIENCE:
Master’s degree in early childhood, public administration, or human services, and at least five years experience in program management and supervision, preferably with Head Start. Bilingual English/Spanish helpful.

Budget: $3.2 million revenue; $2.4 million expense
