The Chief Program Officer, Advocacy and Investigative Services develops, implements, and oversees the case coordination, forensic interview, advocacy and child life services provided to children and families referred to ChicagoCAC.
The Chief Program Officer, Advocacy and Investigative Services and his/her/their staff facilitate the efficient, trauma-informed, and child and family-focused response to all cases referred to the Center.
The Chief Program Officer, Advocacy and Investigative Services is a member of the senior management team, and shares responsibility for the development and implementation of the strategic plan. He/she/they is responsible for the successful operation of the department.
Develops, implements, and monitors strategic initiatives, budgets, program plans, and policies and procedures as they relate to Intake, Forensic Interviewing, Advocacy and Child Life.
Hires, supervises and evaluates the Director of MDT Coordination and Director of Advocacy.
Ensures recruitment and development of all direct service staff within department.
Provides consistent and ongoing clinical and administrative supervision to team members through training, observation and feedback.
Works in conjunction with Development and Quality Improvement staff to create, edit and present grant proposals and corresponding reports.
Ensures that processes are in place in meet performance, grant and program plan objectives.
Collaborates with quality improvement to ensure that accurate performance data is collected and reported in a timely manner.
Directs the day-to-day operations of the Case Coordination, Forensic Interview, Advocacy & Child Life teams to ensure quality services and outcomes for children and families.
Ensures an efficient utilization of staff and other resources to provide intake, case coordination, investigative, advocacy and child life services for each referred case.
Partners with the Chief Officer, Clinical Services and the multi-disciplinary team (MDT) Leadership to ensure a smooth process between immediate and ongoing intervention and services (via PATHH).
Acts as the key administrative leader within ChicagoCAC in interacting with leaders of the MDT. Advocates with the MDT to ensure a coordinated response to abuse investigations while promoting the best interests of children and families. Develops strong working relationships with the MDT and addresses conflicts through effective communication and active problem solving.
Ensures that efficient and productive case collaboration is carried out through a variety of activities, including, but not limited to morning meeting, case review and case-specific staffing facilitation.
Ensures that best-practice case coordination, forensic interviewing and advocacy services are implemented.
Actively participates in ChicagoCAC leadership activities including, but not limited to, Board of Directors, Executive Management team meetings, and MDT Leadership Meetings.
Plans and facilitates the monthly MDT Leadership Meetings.
Responsible for developing and adhering to department budgets with ChicagoCAC management.
Represents ChicagoCAC in the community in various capacities, including, but not limited to membership in local, state and if applicable, national task forces or committees.
Identifies unmet client and partner needs, conducts feasibility studies and develops new program initiatives when appropriate.
Engages in productive supervision with the Executive Director, informing him/her/they of all critical issues of concern, areas that need improvement, growth and progress and the overall state of program activities.
Uses supervision to improve his/her/their skills and abilities.
Participates in local networking and training opportunities.
Performs other duties as assigned.
The Chief Program Officer, Advocacy and Investigative Services has a high range of discretion and independent decision-making.
The Chief Program Officer, Advocacy and Investigative Services will supervise the Director of MDT Coordination and Director of Advocacy.
Supervisory staff are expected to participate either as a volunteer or paid attendee at organization fundraisers (including but not limited to: Luminary Award Dinner, A Night of Heroes, etc.) Supervisory staff are also expected to participate in ChicagoCAC sponsored client/staff/community events (including but not limited to: Child Abuse Prevention Month Activities, Back to School Backpack Drive, Kid’s Holiday Party, Spirit Squad Events, etc.) It is expected that our supervisory staff participate in as many of these events as possible.
The Chief Program Officer, Advocacy and Investigative Services reports to the Executive Director, and works in collaboration with the Chief Officer, Clinical Services. He/she/they are a member of the executive management team.
Educational requirement of Master’s Degree in Social Work, Psychology, Counseling or Human Service related field. Must be licensed as an LCPC or LCSW. Familiarity with children’s advocacy centers, child abuse response procedures, and/or trauma-informed practice in the field of child abuse, and at least 10 years of experience in the child abuse field. Must have prior experience in supervising staff and executing program initiatives. A background in administrating programs, and using quality improvement data, is required. Must have strong clinical, written, communication and organizational skills. Must be capable of working independently in a fast-paced collaborative environment.

ChicagoCAC was founded by former Chicago Mayor Richard M. Daley in 1998. The city, county and state provided seed money and additional resources to build our center, which opened in 2001.
