The Employee Relations and Compliance Specialist is responsible for supporting the agency’s employee relations and performance management functions and also ensures that employee records and documentation are compliant with agency policies, state and federal regulations, licensing and accrediting bodies, and funding sources. The Employee Relations and Compliance Specialist works closely with multiple programs and departments throughout the agency, overseeing and guiding matters related to compliance and audits.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides coaching and guidance to management on addressing employee relations matters including corrective actions, harassment, policy violations, employee grievance process, terminations and conflict resolution.
Assesses employment-related risk in partnership with Manager, Employee Relations and General Counsel.
Independently conducts investigations into alleged violations of policies.
Works with the Manager of Employee Relations and General Counsel to establish best practices, policies and procedures to keep current and ensure compliance with department of labor, and the federal and state employment laws and regulations
Supports the Talent Management Department in the implementation of strategic Employee and Labor Relations initiatives.
Partners with the General Counsel as needed for matters involving potential litigation.
Serves as a resource for employees who have work-related concerns, gathering information on employees’ feelings about factors that affect workplace morale.
Communicates the need for compliance to employees regarding agency and governmental rules, regulations, and procedures.
Provides off-boarding process expertise including exit interviews.
Responsible for unemployment claims and processes.
Interviews employees to gather information on employee attitudes toward work environment and supervision received to facilitate resolution of employee relations problems.
Responsible for completing employment verifications.
Responsible for completing Public Service Loan Forgiveness applications in a timely manner.
In partnership with the Manager, leads and drives the design and delivery of Thresholds’ performance management program, ensuring timely and successful completion.
Promotes the communication and training of the performance management process. Provides strategic performance management planning and execution.
Builds solid relationships with assigned manager/supervisor assisting them with appropriate Talent Management solutions to meet their needs; provides development and coaching when needed.
Provides proactive leadership and encourage positive change that leads to a high performing culture.
Participates in stay interviews and other retention initiatives.
Responsible for maintenance and integrity of agency employee records to ensure required documentation is current and accurate. Ensures compliance with the policies of the Agency as well as Federal, State, Local, and other regulatory agencies. Reviews all records to determine missing or outdated documents.
Leads the preparation for agency audits including but not limited to CARF, DCFS, DFSS, BCBS, and BALC; creates action plans for resolution.
Conducts routine audits to ensure agency employee documents are current and accurate, including but not limited to employee licensure/certifications, Driver’s license, Insurance information and transcripts.
Prepares and submits annual filings (i.e., EEO-1, VETS-4212, AAP) according to OFCCP guidelines.
In conjunction with the General Counsel, conducts the process related to the verification and compliance of VISA documentation.
Works with Risk Management regarding community support staff driving requirements, including regular audits of driver’s license and insurance documents.
